Which eyeliner is easiest if my hand is not steady?
A pencil, every time. It drags slightly on the lash line, and that resistance is what keeps the line under control; a liquid pen glides, which is why it punishes a wobble. If you want a liquid finish anyway, draw three short dashes along the lash line and join them rather than attempting one continuous sweep.
